Born in Kumamoto in 1970, Shinotsuka is a graduate of Tama Art University, Department of Japanese Painting. He participated in the group exhibition "MOT Annual 2006: No Border" at the Museum of Contemporary Art, Tokyo, in 2006, also joined "Picnic or Recurrent Migration" at the Contemporary Art Museum, Kumamoto, in 2008.

Since 2005, Shinotsuka has engaged in drawings on paper with oil pastels. These abstractly depicted landscapes, portrayed between white margins on upper and lower edges of the paper, are Shinotsuka's "inner landscape" rooted in his own memories and experiences. This exhibition focuses on the artist's drawing and there will be approximately 15 new drawings. The title "Penetrate", relating to the penetration of wind and rain, scent, or even thought, implies a theme that underlies all of this artist’s work: "the circulation of the atmosphere; the cycle of wetting and drying". The massive motifs that evoke rocks or mountains are featured in the new drawings. These landscapes draw viewers into an alternate reality.
