Opened in October 1999 in the verdant green Ikuta Rkyochi area in Kawasaki City, the Taro Okamoto Museum of Art, stores, and has displayed the works that the artist, Taro Okamoto (1911-1996) donated to Kawasaki City for the public in its permanent exhibit. Most of its facilities, including the exhibition room are underground, under the concept of a "museum that fused naturally". On the ground, there is a place for recreation and relaxation for the people of Kawasaki. These include a park space that centres on the "Mother's Tower", a pond and a waterfall using spring water, a cafeteria, which reflect the natural ambience of the Ikuta Ryokuchi area.

The permanent exhibition room overturns the concept of the museum exhibition of the past. It assumes a concept of "experience-type exhibition space" where Taro Okamoto's works can be physically enjoyed. The layout leads viewers to carefully understand the thoughts behind Okamoto’s varied works including paintings, sculptures, and furniture.

The Taro Okamoto Museum of Art, Kawasaki City, also holds special exhibitions to focus on the various activities of Taro Okamoto, as well as a solo show and a group show of contemporary art. The exhibition that competes with Taro Okamoto's art will be enjoyed if seen together with the permanent exhibits. Moreover, the museum also runs the "Taro Okamoto Award for Contemporary Art" which aims to support and celebrate those artists who follow in the challenging spirit of Taro Okamoto manifested in the making of creative works with individual expression.
